I generally wouldn't call myself bilingual. But I have heard that a strong dialect counts as a second language, at least as it pertains to language development, so kinda, I guess? I can do a post on my favorite dialect phrases :)
Edit: it occurs to me that bilingual doesn't have to mean "growing up bilingual," in which case I definitely am.
