It could be a cult in small cells that are all very badly organized, so when they start finding cultists none of them what is going on either... The cleric's party goes after the cult leaders and the party after the local chapter, and the local chapter can tell them that there was a splinter group. And then they'll have to... find them somehow? Hm. I kinda like the idea of secret tunnels beneath the city, there could be hideouts there, and the place where the portal is being built could also be underground. For, idk, ley-line reasons. The university is built on a place where leylines meet, so maybe for it to activate they need to move the portal underneath the university so they're building it nearby, and if it gets that far there'll at least be the break-in to alert them that something is wrong. Except it'll be hard to explain why my party needs to investigate that and not the really powerful magic professors... maybe they've been called away to investigate the cult leaders? Hm.
